There are 7 important, interlinked elements needed to make change effective (see above the black line below). Below the black line (written in red) is what happens when one of these important element is missing, eg if vision is missing, confusion results, etc

An example of using the missing link framework to evaluate the change in perceptions in a public utility organisation in the Pacific region from 2014 to 2018. In 2014 there was no expectation of change; by 2018 there was a high expectation of change, ie lower scores for all missing elements (like vision, values, strategy, resources, capabilities, motivation and feedback) required for effective change
