xvii) Decision-making is made easier by having a sense of urgency

Sometimes in decision-making, people prefer and feel better about objectively worse news. For example, if the organisation has a sense of urgency, the decision to change is easier than if it is performing satisfactorily, ie greater the sense of urgency, the less doubt that something needs to be done.
